bsnl broadband

I am using BSNL Broadband with HOME UL 750@256kbps. I am having problem with its connection. There are many drop-outs in its connection – Sometimes it works while sometimes it doesn't. I never get speed of 256kbps which is written in its TARIFF – I am not getting at least 75kbps speed...
