Can Ashish Nandy's comment on Caste and corruption be justified?

Ashish Nandy is an Indian political psychologist, a social theorist, and a contemporary cultural and political critic. He made a comment in the recent Jaipur Literature festival that Obcs, SCs and STs are responsible for the rise of corruption in India. In my opinion, this statement cannot be justified as one cannot point on any particular group of people to be responsible for an issue like corruption, which is an issue of national concern. He does not have the right to comment on any caste or religion or any particular section of the society and hold them responsible for it. What do you think? Can Ashish Nandy's comment on Caste and corruption be justified?
 
In my opinion, no matter how eminent personality one is, he or she has no right to comment on any one's caste and hence, Ashish Nandy's comment on backward classes cannot be justified in anyway. Whatever the reason may be, he has no right to give such a comment which in my view is quite provocative and is capable of disturbing the peace of the whole nation. What do you think about it?
