How to Curb the Menace of Stray Animals?

We can find loads of stray animals in the streets of India, ranging from cattle, dogs, cats, and pigs. In few places the population of stray animals is very high and municipal authorities do very little about it. Recently, a law has been passed in Tiruchi that people have to obtain a license from Tiruchi corporation in order to keep domestic animals. Owners raising domestic animals without license will have to pay the penalty. Do you think introduction such restrictions would solve the menace of stray animals throughout the country?
 
I agree that the menace of stray animals are increasing in every place of India and this needs to be curbed. I don't think that by introduction restrictions and by making law to obtain a license to keep domestic animals would solve the menace of stray animals throughout the country. In my opinion, shelter homes with proper facilities should be opened all throughout the nation for stray animals to cub the increasing menace.
 
It is true that the menace of stray animals are increasing in the country and Government should take steps to stop this menace. In my view, NGO's should come forward and help these homeless animals find homes and shelter and Government should also provide shelter homes to stop the menace of stray animals in the country.
