India achieved a satisfactory literacy rate?

Does every child get at least a primary education? What can be done to achieve a higher literacy rate in India?
 
Well, with the right to education act there seems to be a ray of hope that we would, in a short period achieve higher literacy rate in India. We can only wait for younger generation to get education so that the next generation wouldn't have to face the problem of drop-outs as the then parents will be atleast with basic education to understand the importance of a child's primary education.
 
Government has taken remarkable initiative in providing free and compulsory primary education to every children between the age of 6yrs-14yrs by enacting the Right to education Act. This act is a ray of light in the tunnel that will surely aid in achieving satisfactory literacy rate in India. However, it has been reported that there is 74.04% literacy in India in 2011 which is a notable increase and is very much commendable.
 
Although there has been remarkable progress in the literacy rate of Indian states, in my point of view, it has not attained the level of contentment. How can we expect it to be attained, when there are schools everywhere, but no teachers to teach; when mid-day meal scheme is introduced for full attendance of the students and still the purpose is not solved(due to varied reasons). Still there are people who are studying just for the sake of owning degrees, which actually does not serve the purpose of literacy problem in India. Govt. has taken various initiatives to enhance educational sphere in it’s country, but it is all in futile until the mass too comes forward.
