India playing down infiltration ?

according to research report by wiki leaks, India in 2008 ignored some infiltrate from the neighbor country and did not report them to Pakistan with a hope that this will help them tie a firmer relationship knot with the neighbor but thats the year India faced terrorism attack at Mumbai's Hotel Taj.
no matter what policy India adapts, it is very difficult to down size the terrorism and the hatred between the two nations divided by a wall.

All these are lame acts from the government's end. They are least bothered about the innocent lives, because it the citizens who are eventually the targets of the terrorism. The babus roam in bulletproof cars with enough security. So they only think and take decision without carrying out any meetings and taking suggestions.
