Do you know that there is a provision in the electoral rules where in a Voter
can enter his polling booth and identify himself and then inform the polling
officer that he/ she does not want to cast his vote. The polling officer has to
make a remark to that effect and ask the Voter to sign or put his/ her thumb
impression next to the remark.
This provision is called 49-O of the electoral rules. People who refuse to vote
stating that all are equally bad can now opt for 49-O and ensure that there are
no bogus votes cast on their behalf. [Impersonation].
Please note that this provision is NOT a negative vote but a simple right Not to
cast vote.
