Libyan Peace Finally ?

Libyan Leader Moammar Gaddhafi has made a pitch for a cease fire and has asked for negotiations with the NATO. Interestingly while he was making this speech a govt complex next where he was present was bombed by NATO. So is peace coming to Libya finally or is this just another hoax to buy time while his forces regroup and rearm for a new offensive ?
 
i dont think there would be peace coming because if he had to really step down he could have done that in no time. but he is reluctant and wants to stay back.. which only means that he is trying to make out some strategy to survive in this combat.
