Can RTI be used for acquiring Medical Records?

RTI has become a great tool in the hands of the citizens of India to know about the various government authorities and their workings. Many people use RTI to get various records of Government working as well of the machinery of the Government. However, I would like to know that is it possible to use RTI to acquire Medical Records of a patient from Government Hospital?
 
Right to Information can be used to seeking the workings of Government and the Government authorities. It cannot be used to acquire Medical Records of a patient from a Government Hospital or a private hospital because it is nothing to do with Government and is a personal thing. Medical reports of a patient is his private thing and by using RTI you cannot acquire any personal record of an individual.
