Persisting flood problem

The state of Assam has been facing consistent flood and this year it has been even more. With the mighty river Brahmaputra flowing across the State, the land faces the problem of flood every year. It has been reported that 77 people killed and about 2 million were affected due to monsoon flood. The Brahmaputra and its tributaries have broken the banks after rain and have washed away many houses, bridges, roads and pipe lines. The flood has affected the animals as well as many Tea-garden area which is the major revenue generating sector in Assam. The long persistent problem is generally neglected by the state Government and no measures have been taken till today to control it. What are the effective measures that can be taken to control flood?
 
Yes, Assam has been facing the problem of flood since a long time and it has been recently reported that 15 districts of the State have been affected by the recent flood. The Government should take measures to control the flood problem. It has led to death of many animals as well as human beings. Many places of the state are suffering from severe famine due to flood. The effective measure to control flood is by making dams.
 
It is true that Government should take effective measures to control flood. However, the measure that you have proposed to make dam on the river Brahmaputra is not possible. As Assam is on the seismic zone, it is not very safe to make dams. If there occurs an earthquake and the dam happens to break, the whole state will be washed away by the river. Moreover it will lead to extinction of water animals and fish and this will affect the livelihood of the people who are dependent on fishing etc and this will also affect the economy of the state.
